Just a few days ago, BSNL in a move to compete over the landline market share made the night calls free. Which in fact turned the table to a lot extent as the whole change in the plan got BSNL into so much news that it eventually turned it into a 'news-marketing'. Anyways, the problem of airtel were doubled when MTNL introduced nearly the same plan pertaining the unlimited free local calling at night for its landline and broadband customers to any network. Read Here : BSNL offers free pan-India calling from landline

According to the official statement released by MTNL :

“MTNL has decided to introduce unlimited free local calling for its landline and broadband customers (Combo) between 2200 HRS to 0700 HRS to any network. The free unlimited calling facility is also available for Delhi MTNL landline customers to any network to Mumbai and vice versa during the same hours, It will be implemented with effect from May 1, 2015. This is aimed at providing greater value proposition to its esteemed customer,”

On top of it, the ever rising STD call charges in the avenging competition have been made local i.e. will be charged on local rates and the customers will be billed on the call charges rate at 180 sec/pulse. This is a result of competition and the urge of grabbing more and more market share. As of now the pioneer in the market is BSNL with more than 60% share.
